One thing is certain as last week's federal inquiry wraps up.

 Whether we're talking about the not withstanding clause or the Emergency Measures Act (maybe we should have kept the name War Measures Act), the same problem rears it's ugly head; who gets to decide what good reason is to trample on liberty?  There never seem to be enough safeguards.  Furthermore, how is good reason defined.  Who gets to define it, interpret it, decide.  That's a lot of power, too much.
